Kelly knew that she wasn’t going to let it slide, and she didn’t want the woman and Rocco’s previous owner to get away with their misdeeds. So, she called the police and explained the situation to them.
The police then got in contact with the owner himself, who claimed that he had no idea how Rocco had obtained the wound or that he had mistreated him in any way. He also claimed that Rocco wore the harness to ensure that he didn’t run away from his former home.
