Mags Flanagan is a victor of the 11th Hunger Games who volunteers to take the place of Annie Cresta in the third Quarter Quell. She is District 4’s tribute alongside Finnick Odair, whom she mentored in the 65th Hunger Games and whom she practically raised.
During the Quell, she proves her selflessness once again. When Finnick, Katniss and Peeta are escaping the acid fog and Peeta is unable to walk, she bids farewell to Finnick, who had been carrying her, and makes the ultimate sacrifice so they keep moving as a group.
