Annie is a former winner from District 4 who became mentally unstable due to the trauma from the Games. Finnick Odair, victor of the 65th Hunger Games and her partner whom she eventually marries, is the only person who seems to be able to calm her.
She is kind hearted and, although she goes through much pain caused by the Capitol, she shows no interest in revenge. When President Coin suggests a 76th Hunger Games with the Capitol’s children as tributes, Annie votes no.
