As much as people try to coinball all inmates into the category, they all come from their own families, with a variety of their own rich backgrounds. And the inmate you see managed to get out of shaving off his mustache, because he convinced the officials that it was connected to a family heritage that dates back to the 16th century.
It seems pretty harmless to allow a man to keep his mustache, and this small permission they gave him probably meant the world to him.
