Why do you think prisoners have such a hard time escaping prison? Well, other than the fact that there are about a ton of different obstacles they have to go through, there is the final sprint they must overcome.
In one particular Russian prison, if an inmate was lucky enough that he managed to cross the wooden fence, the guards are actually permitted to shoot them on sight. This permission probably intimidates the inmates from getting any crazy ideas.
