The women who are native to Dubai keep themselves covered up due to their religious beliefs, but not everyone in Dubai has those same beliefs. Many people who are in Dubai are actually there on vacation or have moved to the country for work.
They come from all over the world and bring with them their own traditions and beliefs, which means many of the locals have had live with the behavior of their visitors. It is not uncommon to see a coming together of two beliefs while on Dubai beaches.
