It looks as though this teacher had enough of people not bringing their pens to class and needing a replacement. Teachers hate when students come to class unprepared when they know exactly what to expect. Bringing a pen is a pretty basic tool every student needs in the classroom we would say.
The problem is, who would want to bring their pen when they could be using a quill?! At least this teacher gets the last laugh having to watch the continual ink dipping and struggle as the ink blobs onto the paper. We have a feeling that after his prank, this guy remembered to bring his pen to the next class.
