She didn’t have a permanent place to stay, as she had come from Europe. She moved from hotel to hotel, and occasionally left the country so her tourist visa stayed valid. And when she moved into the 11 Howard Hotel in Soho, she quickly made who she was clear to everyone.
She was assumed to come from money, by the way she looked and by the way she apparently acted as if she owned the place and could do whatever she wanted. She was staying for a month, which is something usually done by rich people, and was considered to be a valued guest from the start. That’s why the hotel didn’t even ask her for a credit card.
