Although the Queen was willing to let her off for the dress, she was probably starting to lose her patience by the time their solo outing came around. She might have been all laughs for the camera, but inside she was apparently fuming.
That’s because protocols stated that Meghan should have worn a hat. Before the event, the Duchess would have been informed that the monarch was planning on wearing a hat, and she was expected to do the same. However, there was no headgear in sight when Meghan arrived.

The Duchess of Sussex hasn’t been shown any desirable behavior in the months since they went to Cheshire together, particularly with Meghan’s style continuing to change. Whether intentional or not, Harry’s wife appears to be creating enemies in the Royal Family, and she wants to be careful about who she gets on the wrong side of.
