The people of Texas are used to living in the great outdoors. They have experience in the countryside, and they even have experience in the desert. That’s probably why the person who made this sign realized that it would be better to warn these people about the sharp edges of the sign, rather than the bridge that doesn’t exist ahead of them.
After all, they could probably get themselves out of a waterlogged situation without any problems. Dealing with a boo-boo, though, that’s a whole other story entirely.
