Elle Woods finds out that her dog, the chihuahua Bruiser, is in fact attracted to men, after Bruiser’s day spa calls her to let her know that he had been affectionate with Leslie – the Rottweiler owned by the Congressman, Stanford Marks.
Marks is the Chairman of the Committee on Energy and Commerce, which so happens to be the committee that has jurisdiction over the bill that Woods is trying to pass to put an end to animal testing. As a result of the friendship between the dogs, Marks takes a liking to Elle and supports Bruiser’s Bill.
