According to Pasco County Sheriff Chris Nocco, what happened in the West Pasco Judicial Center parking lot was a special situation that required a unique solution.
The inmate who succeeded in getting the car open had actually been arrested for a probation violation related to grand theft and fraud. However, as the sheriff said, only a small percentage of criminals actually want to cause more harm. Most of them made bad choices but want to do the right thing now.
