Effie Trinket is the chaperone assigned to supervise District 12’s tributes in the 74th and 75th Hunger Games. Her flamboyant style is a big contrast to the severity of District 12, but, just like other Capitol natives, she appears to be oblivious to other people’s misfortunes.
Throughout the films, though, she becomes attached to Peeta Mellark and Katniss Everdeen, her District 12 charges, and ends up helping Katniss in replacement of her prep team. It is she who says the famous phrase ‘Happy Hunger Games, and may the odds be ever in your favor.’
