Susan Ross starts out as a woman running for the position of the Senator of Virginia when she first appears on the show. She runs against Charles Putney and Olivia made it her mission to make Susan win and became her campaign manager. Susan wins the election and later goes on to become 49th Vice President of the United States. When Susan finds out the Fitz had an affair with Olivia she quits as his Vice President and is soon convinced to run for Presidency herself at the next elections.
