She is the leader in District 8 when Katniss goes there to film a propo, and they are caught up in the Capitol’s aerial attack to a hospital. Their interaction is brief, but the Commander plays a crucial part later in the story.
It is she who gives Katniss access to President Snow before he’s to be executed, and this is the moment he exposes President Coin’s corruption to Katniss. If not for Paylor, the truth might had never come out. After Coin is taken out of the picture, Paylor is elected president of Panem.
