The attack on Pearl Harbor occurred in 1941 and as such, the movie was set in the same time period. In the 1940s, it was highly unusual for a woman to leave her home without covering her legs in stockings.
The women in this movie, however, are bare legged. This would not have passed in reality as it would have been considered inappropriate. We guess the costume team brushed over this small detail for the film.
