The Mexican Armed Forces have a military draft, but it is done a little bit differently than other places in the world. Instead of everyone having to be called up to duty, only a couple are drawn up in a lottery style system.
The military itself is not very focused on foreign endeavors, instead focusing much of its energy on fighting the cartels and terror groups which are bringing both illegal substances as well as people into the United States.
